What is the main difference?
Royal Pacific includes Universal Express Unlimited for participating attractions at Universal Studios Florida and Islands of Adventure. Sapphire Falls does not include that benefit. Hotel-included Express does not cover Epic Universe; separate park admission is required.

Compare complete trip totals
Start with the Royal Pacific whole-stay total. Compare it with the Sapphire Falls whole-stay total plus the Express tickets you would actually buy for the same guests and eligible park days. Add parking and other charges consistently.
Illustration only: if Royal Pacific costs $1,500 and Sapphire Falls costs $1,100 for the same stay, the difference is $400. When Sapphire Falls can be the better choice
A lower room total can matter more when your days focus on Epic Universe, you prefer a slower pace, or the party would not purchase Express. Do not assign the full advertised value of Express to a benefit your group will barely use.
