The math
Loews Portofino Bay Hotel, Hard Rock Hotel, and Loews Royal Pacific Resort are Universal Premier hotels with Universal Express Unlimited benefits for participating rides at Universal Studios Florida and Islands of Adventure.
The catch
The hotel only wins when the room premium is less than the Express value you would have bought anyway. It does not help if your group does not need Express.
What I would do
Price the Premier room and your fallback hotel. Then price separate Express for every person and every eligible day. Compare totals, not vibes.
